I have known about this software since scanning mf slides.

Anyone know of a website/article that can give some rule of thumb advice as to when you should consider using this program.

(something to do with ratio's and file size?)

just do a google search on Genuine Fractals

GF is great for res-ing up larger files. If you start with a file that's 50 mb's or larger than the results are the best available. Anything smaller and you might as well use your raw processing program or photoshop.
