And a second question:
If you buy Lee ND grads they recommend to purchase the 100X150mm
filters for a Canon 16-35L II lens.
They don't sell Full ND Filters in that size. Is that a problem?
For the full ND you can use one that screws onto the front of your lens.
The grads need to be larger so that you can slide them up and down and rotate them into the best position.
As for the .6 or .9, the .6 filter is two stops, the .9 is three stops, your choice. If you are shooting streams and waterfalls in bright daylight, you might want/need more than three stops...
