Nope, John Nack posted that most of the article was made out of thin air. Read his comment
here.

Well, just read the comments to John's post on his blog.
Adobe has (recent Photoshop World) and does refer to CS4 (search of CS4 gets 5 hits on Adobe Labs)
Oct 1, given their public statements on release cycles "18 to 24 month" is not an unreasonable expectation. I think that John was upset about the possible attribution of a release date to him.
Finally John doesn't seem to totally discount the technology discussed, apparently there was a semi public presentation - which is what is actually a bit interesting.

Adobe Labs released Beta versions of Dreamweaver CS4, Fireworks CS4 and Soundbooth CS4 yesterday for both Windows and Mac. They will function until the final versions are released (for CS3 owners and 48 hours for others).

Seems pretty stupid when Nack says "I've never heard anyone use [Photoshop CS4] Publicly" and then a day later like 4 products tagged with CS4 go out as beta.
There is no spoon?

Why is that stupid? Until they were released to the public, no one had publically mentioned them as CS4.

Was PS CS4 part of the beta announcement?

No.
But then after all the problems people had as a result of using PS CS3 Beta, maybe it's good the temptation isn't there
