I really want to start using TS-E lenses for my landscape work and I am evaluating either a D700 with there PC-E 24mm and 45mm PC-E or getting into a 5D MKII with there new not released yet 24 TS-E and 45mm lenses.
Any opinions

Any opinions?

I can only tell about my own experience with the three PCE lenses and the Nikon D3x:

the good points:

All three lenses are optically very good indeed- Wthout shift the 2,8 45mm is better than the carl zeiss 1,4 50mm at 2,8
at 5,6 both are equal but it appears the nanocoating is better than the T* coating. ( more brilliant)

5,6 is there best aperture without shift d8 for 85mm and d11 for shifted use

all three are already wide open good enough for the d3x without shift
The 85mm has no distortion( even shifted). It is a boring good lens. The other lenses have some.

bad points
Mechanically things are not as good . the 85 is perfect - but the 45mm and the 24mm have a - near but not perfect focal plain -of sharpness - so i have to use d11 shifted to be sure everything is OK-( d3x quality wise) Maybe they have to be straightened....repaired..

As you know with the PCE you have less choices of freedom shift/tilt than with the new Canon TSE's -

Hope this is of some help to you
