I want to upgrade my monitor to something in the 22" - 24" range. I would like to spend less than $800 if possible. Does anyone have any recommendations?

Check whatever you're thinking of against http://www.tftcentral.co.uk/ to see what type of panel it has. For photo editing you'll want a *-IPS of some sort.
I think the HP 2275 is a H-IPS monitor. There is also a 24" HP that uses an IPS panel.
Dell, I think, has a new monitor based on a low cost IPS variant.

This is the CNET Australia take on the Delll U2410. About $475 to $550, depending on sales, Bing cash back, etc. Haven't used it though:

The only way to get better quality than the Dell UltraSharp U2410 is to spend a lot more money — if you need a 24-inch, are on a budget but still need great quality images, we can wholeheartedly recommend this screen.
Before you go ahead and buy a monitor, it is worth checking how it can be calibrated. Factory fixed calibrations may be fine for most uses but being able to to do a hardware calibration rather than a simpler software calibration on top on the hardware will be more accurtate.
After many monitors I prefer NEC spectraview, due in part to the included calibration software.
