I've used both.  As far as I can tell, Velvia Vision doesn't increase saturation of every color equally like PS does, but saturates *some* colors to better match the behavior of Velvia film.  Personally, I haven't particularly liked what VV does and virtually never use it (but then I never cared particularly for Velvia colors either); I use the ACR saturation slider instead.  However, opinions may vary...

VV have a nice one option (for me) - Add Dynamic Range. If you don't forget using "exposure to the right" when taking a shot you'll be able to recover some of the shadow detail nicely with this...

I have used it a couple of times.  It seems (at least for me) that the best results I have gotten was for autumn (fall colors) and bringing out the yellows/oranges etc.

I have tried it on other images but was not as successful.

Velvia Vision is essintially a plug-in interface for saturation using the Channel Mixer (CM) along with some contrast adjutments.

In short, it's far better than the saturation slider in ACR or in Hue/Saturation (H/U) producing results with less noise.

There is little difference between the CM and H/S with amounts below about 25% but above that the CM wins out. Although, it is more clumbsy to implement without the help of actions.

Having everything wrapped up in a plugin may be worth the $25 price due to the convenience factor.

I am a long-time user of Velvia in medium format for landscapes.  I like its range and saturation (though I appreciate the view of those who don't).  I would like to experiment with a program that can simulate Velvia for digital.  What is the Velvia Vision to which posters here have referred, and where can I get it?
