I have a Canon EOS Rebel and have recently noticed some spots on pictures. I know it's not the lens because they are there when I change len's. What could this be and how do i ge rid of these spots. They almost look like dried water spots. I know they are not but have no idea what and where they came from.

Most likely, it's dust.

When I encountered this on my 20D, everyone suggested www.visibledust.com

I got the stuff and it works as advertised.

Definitely sounds like dust on the cover of the sensor. Another solution (less expensive than Visible Dust's brushes but more nervewracking to use) is "wet swabbing," using Eclipse fluid, PecPads and Copperhill's sensor swab:
